- To communicate and work with CALA officers, the Library Society of China (LSC) and other related organizations
- To raise funds and prepare grant proposal to assist:
- Rebuilding libraries
- Purchasing furniture & equipment
- Purchasing computer and software, resources
- Purchasing Collections and resources
- Training, etc.
